-कई तरह की सुविधाओं पर डाला जा रहा है डांका
भोपाल । मध्यप्रदेश ऐसा राज्य है, जहां पर आंकड़ों में सर्वाधिक गरीब रहते हैं, लेकिन वास्तविकता इससे अलहदा है। हालात यह हैं कि प्रदेश में करीब 5 करोड़ से अधिक लोग प्रधानमंत्री गरीब कल्याण अन्न योजना का लाभ ले रहे हैं। इनमे से करीब आधे गरीब तो ऐसे हैं, जो वास्तविकता में अमीर हैं, लेकिन सरकारी सुविधाओं के गरीब बने हुए हैं। इसकी वजह से कई बार गरीब रह जाते हैं और अमीर उनकी सुविधाओं का फायदा उठा ले जाते हैं। यही नहीं ऐसे लोगों की वजह से प्रदेश में गरीबी की हालत यह है कि उसे देश के 29 राज्यों में से 27वें स्थान पर रखा गया है। इसकी वजह से अब सरकार फर्जी गरीबों पर सरकार शिकंजा कसने जा रही है। इसके लिए अभियान चलाकर फर्जी अमीरों के नाम सार्वजनिक वितरण प्रणाली से बाहर किए जाएंगे। इसके लिए राज्य सरकार द्वारा सभी राशन हितग्राहियों का ई-केवाईसी और आधार सत्यापन कराया जाएगा। यह अभियान 19 अक्टूबर से 30 नवंबर के बीच चलेगा। दरअसल प्रदेश में सार्वजनिक वितरण प्रणाली के तहत सरकार से रियायती दरों पर राशन लेने वाले वास्तविक उपभोक्ताओं की पहचान सुनिश्चित करने, हकदारी अनुसार सामग्री की प्रदायगी, प्रदाय सामग्री की हितग्राही को सूचना देने, ओएनओआर के तहत किसी भी उचित मूल्य दुकान से राशन प्राप्त करने की सुविधा प्रदान करने और अपात्र एवं अस्तित्वहीन हितग्राहियों के विलोपन और नवीन हितग्राहियों के नाम जोडने के लिए राष्ट्रीय खाद्य सुरक्षा अधिनियम में सम्मिलित पात्र हितग्राहियों के ई-केवायसी और डाटाबेस मोबाइल नंबर दर्ज किए जाने की कार्यवाही इस अभियान में की जाएगी।
अब तक 42 फीसद की ही है ई-केवाईसी
प्रदेश में इस अभियान के तहत 64 लाख उपभोक्ताओं के मोबाइल नंबर रिकार्ड में दर्ज करने के साथ ही तीन करोड़ लोगों की ई- कबायसी की जाएगी। दरअसल अब तक प्रदेश में महज 42 प्रतिशत हितग्राहियों की ई-केवाईसी हुई है और केवल 47 प्रतिशत परिवारों का ही डाटा बेस दर्ज हुआ है। पात्र हितग्राहियों के ई-केवाईसी कराने उचित मूल्य दुकानों पर लगाई गई पीओएस मशीनों से निरूशुल्क किया जाएगा। इसके लिए हितग्राही को दुकान पर अपना आधार कार्ड लेकर जाना होगा। दरअसल पात्र हितग्राही को उचित मूल्य दुकान से वितरित सामग्री की जानकारी एसएमएस के माध्यम से देने के लिए परिवार के कम से कम एक सदस्य का मोबाइल नंबर दर्ज किया जाना है। पात्र परिवार के डाटाबेस में मोबाइल नंबर दर्ज करने की सुविधा उचित मूल्य दुकान पर लगाई गई पीओएस मशीन पर उपलब्ध होगी। सही मोबाइल नंबर दर्ज करने के लिए ओटीपी आधारित कार्यवाही की जाएगी। इसी तरह से अगर यदि पात्र परिवार के पास मोबाइल नंबर नहीं है तो उनकी जानकारी अलग से दर्ज की जाएगी।
घर-घर जाएगा अमला
इस अभियान के तहत अमला उन लोगों के घर -घर जाएगा, जो वृद्ध, शारीरिक रूप से असक्षम, दिव्यांग हैं। इसके अलावा महिलाओं और बच्चों के इर्-केवायसी भी घर पर जाकर की जाएगी। इसके साथ ही त्रुटिपूर्ण आधार नंबर में सुधार करने के अलावा बायोमेट्रिक अपडेशन की भी सलाह दी जाएगी। हितग्राही के ई-केवायसी होने पर डाटाबेस एवं हितग्राही का आधार डाटाबेस में दर्ज नाम, पता, लिंग और आयु के आधार पर मिलान जेएसओ लॉगिन से मिलान होने पर अनुमोदन किया जाएगा।
