देहरादून । प्रधानमंत्री नरेंद्र मोदी ने कहा कि आज दुनिया की नजर भारत पर टिकी हुई है। कोरोना के बाद जो नई वैश्विक व्यवस्था उभर रही है, उसमें भारत को अपनी भूमिका बढ़कर तेज गति से अपना विकास भी सुनिश्चित करना है। उत्तराखंड के मसूरी स्थित लाल बहादुर शास्त्री राष्ट्रीय प्रशासन अकादमी (एलबीएसएनएए) के 96वें सामान्य बुनियादी पाठ्यक्रम के समापन समारोह को संबोधित करते हुए प्रधानमंत्री ने भारतीय प्रशासनिक सेवा (आईएएस) के प्रशिक्षु अधिकारियों से कहा कि 21वीं सदी के भारत का सबसे बड़ा लक्ष्य ‘‘आत्मनिर्भर भारत’’ का है और किसी भी सूरत में इस मौके को खोना नहीं है।प्रधानमंत्री ने कहा कि सेवा और कर्तव्य भाव का महत्व प्रशिक्षु अधिकारियों के प्रशिक्षण का अभिन्न हिस्सा रहा है, उन्हें इस भाव को अपनी सेवा के दौरान भी बनाए रखना होगा, तभी वह समाज व देश के लिए एक सकारात्मक परिवर्तन का हिस्सा बन सकते हैं। मोदी ने कहा, बीते 75 वर्षों में हमने जिस गति से प्रगति की है, अब उससे कई गुना तेजी से आगे बढ़ने का समय है। इसकारण आपको फाइल और क्षेत्र के कामकाज के अंतर को समझना है। फाइल में आपको असली चीज नहीं मिलेगी, फील्ड (क्षेत्र) के लिए आपको उससे जुड़ा रहना ही पड़ेगा। उन्होंने कहा जीवन में हर एक व्यक्ति के कुछ सपने होते हैं और उनकी कुछ आकांक्षाएं होती हैं। आपको उनकी कठिनाइयों और चुनौतियों के लिए काम करना होगा है। प्रधानमंत्री ने प्रशिक्षु अधिकारियों से अपने कार्यकाल में अपने क्षेत्र के लिए पांच से सात चुनौतियां चुनने और उनका समाधान ढूंढने को कहा, ताकि लोग उन्हें लंबे समय तक याद रखें। उन्होंने इसबारे में सड़क बनने के बाद टेलीफोन लाइन बिछाने या नालियां बनाने के लिए उस (टेलीफोन लाइन को) फिर खोद दिए जाने का उदाहरण देकर कहा कि सभी संबंधित विभागों के आपसी समन्वय की कमी को दूर करने के लिए पीएम गतिशक्ति मास्टर प्लान बनाया गया है। इस संबंध में भारतीय दर्शन स्वन्तरू सुखाय का जिक्र करते हुए मोदी ने कहा कि कभी-कभी अनेक काम करने के बाद भी वह आनंद नहीं मिलता जो खुद तय किए गए एक या दो कामों को करने से अनुभूति मिलती है। उन्होंने कहा कि अधिकारियों को ऐसा काम करना चाहिए, ताकि लोग उन्हें 20 साल बाद भी करें कि एक साहब ऐसे आए थे और वह ऐसा शानदार काम करके गए।अलग-अलग राज्यों और सामाजिक परिवेश से आने के बावजूद उन्हें एक भारत-श्रेष्ठ भारत को जोड़ने वाली कड़ियां बताते हुए मोदी ने विश्वास जताया कि उनका सेवा भाव और ईमानदारी आने वाले दिनों में उनकी एक अलग पहचान बनाएगी। उन्होंने सुझाव दिया कि प्रशिक्षण पूरा कर क्षेत्र में जाने से पहले आईएएस अधिकारी अपनी सोच, अपने स्वप्न और लक्ष्य को लेकर एक लंबा निबंध लिखकर अकादमी में छोडकर जाएं और 25-50 साल बाद दोबारा आकर उसे पढें कि क्या उन्होंने उस हासिल किया, या लक्ष्य से भटक गए।
