नोएडा । प्रोजेक्ट तैयार करने के नाम पर बिल्डर ने बिजली का अस्थाई कनेक्शन लिया। प्रोजेक्ट पूरा होने के बाद बिल्डर ने अस्थाई कनेक्शन को न स्थाई कराया और न बिजली विभाग में सरेंडर किया। 50 किलोवाट के उसी अस्थाई कनेक्शन से बिल्डर ने सोसाइटी के करीब 100 फ्लैट को रोशन कर दिया। विभाग को जानकारी हुई तो पश्चिमांचल विद्युत निगम लिमिटेड (पीवीवीएनएल) के प्रबंध निदेशक के आदेश पर टीम ने छापा मारकर बड़ी बिजली चोरी का खुलासा किया।
अब सोसाइटी की बिजली भी काट दी गई है। नतीजा सोसाइटी के करीब 100 फ्लैट बीते 24 घंटे से अंधेरे में डूबे हुए हैं। हाल ही में पश्चिमांचल विद्युत निगम के प्रबंध निदेशक अरविंद मलप्पा बंगारी की टीम ने नोएडा की एक सोसाइटी में छापा मारा था। छापे के दौरान टीम को बड़ी बिजली चोरी होते हुए मिली थी। बिजली चोरी भी अलग तरीके से की जा रही थी। हालांकि नोएडा-ग्रेटर नोएडा में इस तरह का खेल आम है। कई बार ऐसी बिजली चोरी के मामले सामने आ चुके हैं। सेक्टर-79 स्थित हिलसन सोसाइटी में टीम ने 50 किलोवाट के अस्थाई कनेक्शन पर 750 किलोवाट की बिजली सप्लाई पकड़ी है।
बिल्डर ने प्रोजेक्ट बनने के दौरान 50 किलोवाट का अस्थाई कनेक्शन लिया था, लेकिन प्रोजेक्ट पूरा होने के बाद अस्थाई कनेक्शन को स्थाई में नहीं बदलवाया। इतना ही नहीं अस्थाई कनेक्शन से ही बिल्डर ने 150 फ्लैट में कनेक्शन बांट दिया। जिसके चलते लोड 750 किलोवाट हो गया। लोड को मेंटेन करने के लिए बिजली विभाग के इंजीनियर और बाबुओं की मिलीभगत से 400 केवीए का नया ट्रांसफार्मर भी लगा दिया गया। बिल्डर हर एक फ्लैट से फिक्स चार्ज भी वसूल रहा था।
बीते साल 2021 में भी प्रबंध निदेशक अरविंद मलप्पा बंगारी की टीम ने बिजली चोरी का एक बड़ा खेल पकड़ा था। चोरी का खेल यह था। सोसाइटी में रहने वाले लोगों की शिकायत पर एनपीसीएल ने एक जांच की थी। शिकायत यह थी कि बिल्डर फ्लैट में रहने वालों से फिक्स चार्ज ज्यादा वसूल रहा था। जबकि एनपीसीएल के रेट कम है। इस पर जब जांच हुई तो सामने आया कि बिल्डर फिक्स चार्ज तो ज्यादा वसूल ही रहा है, साथ में बिजली कंपनी से कम लोड आवंटित करा कर ज्यादा लोड जारी कर रहा था।
अतिरिक्त लोड की चोरी की जा रही थी। जैसे एक सोसाइटी की शिकायत थी कि उनकी सोसाइटी को बिजली कंपनी की ओर से 500 किलोवाट लोड आवंटित किया गया है। लेकिन बिल्डर 700 से 800 किलोवाट तक का फिक्स चार्ज वसूल रहा था।जब नोएडा-ग्रेटर नोएडा में इस तरह के केस सामने आए तो बिजली कंपनी की ओर से 84 सोसाइटियों को नोटिस जारी किया गया था। सूत्रों ने दावा किया कि बिल्डर के इस खेल में बिजली कंपनी के लोग भी शामिल थे। चोरी से सोसाइटी में हैवी लोड का ट्रांसफार्मर लगाकर बिजली की चोरी की जा रही थी।
