रूद्रपुर। जिलाधिकारी श्रीमती रंजना राजगुरू ने जिला पूर्ति अधिकारी, जिला सहायक निबन्धक सहकारी समितियां, जिला प्रबन्धक यूसीएफ व समस्त मंडी सचिवों को निर्देश दिये है कि वर्ष 2021-22 में धान खरीद की समय पर पूर्ण तैयारी कर ले। उन्होने कहा कि 01 अक्टूबर,2021 से धान खरीद केन्द्रों में धान खरीद प्रारम्भ कर दिया जायेगा। उन्होने धान क्रय करने से पूर्व धान क्रय केन्द्रों में सभी आवश्यक सामाग्री पर्याप्त मात्रा में रखने के निर्देश दिये है। उन्होने निर्देश दिये है कि पर्याप्त संख्या में व उपयुक्त स्थान पर धान क्रय केन्द्र स्थापित किये जाने के लिये तत्काल प्रभावी कार्यवाही अभी से शुरू किये जाये। उन्होने उप जिलाधिकारियों को निर्देश दिये कि धान खरीद शुरू होने से पूर्व धान का सर्वे करते हुये रकवा की सूची तैयार कर ले ताकि धान खरीदने में किसी प्रकार की समस्या उत्पन्न न हो। उन्होने सम्बन्धित अधिकारियों को कड़े निर्देश दिये कि धान खरीद में पारदर्शिता का होना जरूरी है जिसके लिये सम्बन्धित अधिकारी फिल्ड में जाकर कार्य करें। उन्होने सम्बन्धित अधिकारियों को निर्देश दिये है कि जहां पर ज्यादा से ज्यादा धान क्रय केन्द्र स्थापित करने की आवश्यकता है उसके सम्बन्ध में सम्बन्धित उप जिलाधिकारियो से समन्वय बनाते हुये आवश्यक कार्यवाही करना सुनिश्चित करें। उन्होने धान क्रय केन्द्रो में इलैक्ट्राॅनिक काॅटा, बारदाना, सीसीटीवी कैमरा, पंखे, कम्पूटर/लैपटाॅप, बैठने के लिये स्थान, पेयजल, आदि की व्यवस्था करना सुनिश्चित करें। उन्होने सम्बन्धित अधिकारियों को निर्देश दिये कि धान क्रय केन्द्रों पर पर्याप्त मात्र में वारदाना रखना सुनिश्चित करें यदि कही पर कोई कमी पायी गयी तो सम्बन्धित के खिलाफ कठोर कार्यवाही अमल में लायी जायेगी। उन्होने कहा कि नमी मापक यंत्र को प्रत्येक क्रय केन्द्रो पर रखा जाये ताकि धान की नमी का सही-सही आंकलन किया जा सकें जिससे किसानो किसी प्रकार की कोई हानि न हो। उन्होने सम्बन्धित अधिकारियों को निर्देश दिये कि धान क्रय में लगाये गये कर्मचारियों को पूर्व ही धान क्रय में पारदर्शिता बनाये रखने हेतु निर्देशित करें। उन्होने मण्डी सचिवो को निर्देश दिये कि किसानो का धान खराब न हो इसके लिये पर्याप्त मात्रा में गोदामध्त्रिपाल की व्यवस्था कर ली जाये। उन्होने कहा कि प्रदेश में सबसे अधिक धान हमारे जनपद में खरीदा जाता है इस लिये ऐसा कार्य करे कि प्रदेश में एक अच्छा संदेश जाये। उन्होने कहा कि सभी धान क्रय केन्द्रों में सम्बन्धित अधिकारियों का नाम व मोबाईल नम्बर अंकित करते हुये बैनर अवश्य लगाया जाये ताकि किसान किसी प्रकार की समस्या होने पर सम्बन्धि उच्च अधिकारियों से सम्पर्क कर समाधान कर सकें। उन्होने कहा है कि वर्तमान मंे कोविड-19 महामारी के दृष्टिगत दो गज की दूरी, मास्क पहनना, सैनेटाइजेशन करना आदि अतिरिक्त व्यवस्थाये क्रय केन्द्रों में करना सुनिश्चित करें। जिलाधिकारी ने उप जिलाधिकारियांे को निर्देश दिये है कि विगत वर्ष की भाॅति किसानों की सूची निर्धारित प्रारूप में तैयार कर 15 सितम्बर तक सम्बन्धि विभाग को उपलब्ध कराना सुनिश्चित करें। इस अवसर पर आरएफसी केएस नगन्याल, मुख्य विकास अधिकारी आशीष भटगाई, अपर जिलाधिकारी जाय भारत सिंह, डाॅ. एलएन मिश्रा, ओसी नरेश चन्द्र दुर्गापाल, संयुक्त मजिस्टेªट आकांक्षा वर्मा, उप जिलाधिकारी निर्मला बिष्ट, तुषार सैनी, कौस्तुभ मिश्रा, सुन्दर सिंह, एआर कोआॅपरेटिव एमएल टम्टा, मुख्य कृषि अधिकारी डा. अभय सक्सेना, जिला पूर्ति अधिकारी तेजबल सिंह सहित मण्डी सचिव आदि उपस्थित थे।
