देहरादून। अपर मुख्य सचिव राधा रतूड़ी ने निवेशकों के भूमि एवं आवास सम्बन्धित मामलों के त्वरित क्लीयरेन्स के लिए कमीशनर गढ़वाल और कुमाऊँ को नोडल बनाने के निर्देश दिए हैं। कमिश्नर गढ़वाल और कुमाऊँ लैण्ड क्लीयरेन्स सम्बन्धित मामलों की नियमित समीक्षा के साथ ही हर 15 दिन में इसकी रिपोर्ट अपर मुख्य सचिव मुख्यमंत्री को देंगे। इसके साथ ही उन्होनें फॉरेस्ट तथा पोल्यूशन क्लीयरेन्स सम्बन्धित मामलों के लिए प्रमुख सचिव वन तथा फायर क्लीयरेन्स के लिए डीआईजी फायर को नोडल बनाने के निर्देश जारी किये हैं। एसीएस ने प्रत्येक इन्वेस्टमेंट प्रोजेक्ट के डेडिकेटेड फॉलोअप के लिए एक-एक नोडल अधिकारी की नियुक्ति के भी आदेश दिए हैं। यह नोडल अधिकारी उत्तराखण्ड ग्लोबल इन्वेस्टर्स समिट हेतु किये गए एमओयू के तहत हर प्रोजेक्ट का पटवारी स्तर से सचिव स्तर तक विभिन्न स्तरों एवं विभिन्न विभागों में त्वरित क्लीयरेन्स को सुनिश्चित करेंगे। इस कार्य हेतु पूर्णतः प्रशिक्षित करने के लिए एसीएस राधा रतूड़ी के निर्देश पर 30 नवम्बर को विभिन्न विभागों के इन नोडल अधिकारियों हेतु एक इन्वेस्टमेंट ट्रैकिंग पोटर्ल वर्कशॉप का आयोजन किया जा रहा है। एसीएस ने कहा कि मुख्यमंत्री के विजन के अनुरूप उत्तराखण्ड ग्लोबल इन्वेस्टर्स समिट से पहले सभी एमओयू की शत प्रतिशत ग्राउडिंग की चुनौती का सामना सभी विभागों को कलेक्टिव ऑनरशिप के साथ करना होगा। अपर मुख्य सचिव राधा रतूड़ी ने उत्तराखण्ड ग्लोबल इन्वेस्टर्स समिट हेतु किए गए 500 करोड़ रूपये या उससे अधिक के 25 विभिन्न एमओयू की ग्राउण्डिग की समीक्षा की। उत्तराखण्ड सरकार एवं विभिन्न कम्पनियों के मध्य अभी तक 500 करोड़ या उससे अधिक के 25 एमओयू किये जा चुके हैं। अभी तक हुए कुल एमओयू में से 50 प्रतिशत से अधिक एमओयू पयर्टन के क्षेत्र में किये गए हैं, अतः एसीएस श्रीमती राधा रतूड़ी ने पर्यटन विभाग को सबसे अधिक सक्रियता के साथ प्रोजेक्ट्स की ग्राउडिंग पर कार्य करने की हिदायत दी है। उन्होंने सभी विभागों को नसीहत दी है कि किसी भी प्रोजेक्ट्स पर एमओयू होने के बाद से ग्राउडिंग के लिए एक-एक दिन बेहद मूल्यवान हैं, इसलिए सभी सम्बन्धित अधिकारी सरकारी कार्यशैली की जगह कॉरपोरेट कार्यशैली को अपनाते हुए प्रोजेक्ट्स की ग्राउडिंग पर मिशन मोड पर कार्य करें। उन्होंने विभागों को एमओयू की शत् प्रतिशत ग्राउडिंग के लिए अलग-अलग रहकर कार्य करने स्थान पर कलेक्टिव ऑनरशिप के साथ कार्य करने की हिदायत दी है। उन्होंने कहा कि विभागों को आइसोलेशन में कार्य करने की कार्य संस्कृति को समाप्त करना होगा। उन्होंने इन्वेस्टमेंट प्रोजेक्ट्स की ग्राउडिंग के लिए प्रत्येक स्तर पर फास्ट ट्रैक पर निर्णय लेने के निर्देश दिए हैं। एसीएस राधा रतूड़ी ने स्वास्थ्य विभाग को निर्देश दिए हैं कि स्वास्थ्य क्षेत्र में किए गए एमओयू की प्रभावी ग्राउंडिंग से उत्तराखण्ड को मेडिकल टूरिज्म हब के रूप में विकसित करने की संभावनाएं बढ़ेगी। बैठक में अपर मुख्य सचिव ने परिवहन विभाग को पब्लिक ट्रांसपोर्ट व इलैक्ट्रिक बसों के क्षेत्र में रूचि दिखाने वाले निवेशकों को प्रोत्साहित करने हेतु विशेष प्रयास करने के निर्देश दिए हैं। उन्होंने कहा विशेषकर देहरादून जैसे भीड़ वाले शहरों में ट्रैफिक की समस्या के स्थायी समाधान के लिए पब्लिक टांसपोर्ट सिस्टम को मजबूत करना अत्यन्त आवश्यक है। उन्होंने परिवहन विभाग को राज्य के निवासियों एवं महिलाओं को ही ई रिक्शा के आवंटन की संभावनाओं के आंकलन के निर्देश दिए हैं। बैठक में सचिव उद्योग विनय शंकर पाण्डेय, अपर सचिव पूजा गब्र्याल, रंजना राजगुरु, नितिका खण्डेलवाल एवं सम्बन्धित विभागों के अधिकारी उपस्थित थे।
