काशीपुर। सब्जी मंडी में किसानों की उपज के लिए निर्मित नीलामी चबूतरे व अधिनियम के उल्लंघन और किसानों के हितों की अनदेखी करने को लेकर सीएम पोर्टल पर व सीएम को भेजे शिकायती पत्र के मामले में मंडी समिति के महामंत्री ने प्रेसवार्ता कर सभी आरोपों को निराधार बताया है।
मण्डी समिति गेस्ट हाउस में आयोजित प्रेसवार्ता के दौरान उत्तराखंड मंडी समिति संघ के महामंत्री पूरन सिंह ने कहा कि सब्जी मण्डी में नीलामी चबूतरे से ही किराया वसूल हो रहा है, तो अब इसकी शिकायत क्यों हो रही है? कहा कि सहायक लेखाधिकारी का पदोन्नति चैनल मण्डी सचिव पद नहीं हैं किन्तु मण्डी समिति के सचिव पद का दायित्व सहायक लेखाधिकारी का सौंपा गया है। इस सम्बन्ध में स्पष्ट करना है कि उत्तराखण्ड गठन से लगातार सचिव पद का दायित्व अनेक लोगों को सौंपा गया जैसे लेखाधिकारी मण्डी परिषद को मण्डी समिति, हल्द्वानी, कैशियर/लेखाकार को मण्डी समिति, मंगलौर गन्ना विभाग से प्रतिनियुक्ति पर आये सुपरवाईजर को मण्डी समिति, )षिकेश, कोटद्वार एवं चमोली, कम्प्यूटर आपरेटर को मण्डी समिति, चमोली का सचिव प्रभार दिया गया है। जैसा कि पत्र में बताया गया है कि मंडी समितियों की विधि में है कि सचिव के लिए दो वर्ष का कृषि डिप्लोमा या कृषि से इंटरमीडिट के साथ भारत सरकार की ओर से संचालित मंडी सचिव प्रशिक्षण प्राप्त किया हो। इस सम्बन्ध में स्पष्ट करना है कि उत्तराखण्ड की मण्डी समितियों में कार्यरत किसी सचिव के पास यह योग्यता नहीं है, तो क्या सभी सचिव पद योग्य नहीं हैं? सचिव पद पर रहे कार्मिकों के पास भी संदर्भित योग्यता और प्रशिक्षण नहीं था। मण्डी सचिव पद पर तैनाती का अधिकार प्रबन्ध निदेशक/महाप्रबन्धक, विपणन बोर्ड को है और उनके द्वारा ही सभी समितियों में नियमानुसार सचिव पद पर तैनाती की जाती है। कहा कि जिनकी नजर में यह कार्य अगर गैरकानूनी है, तो उन्हें कानून की शरण में जाना चाहिए।
