डीएम अध्यक्षता में हुई सभागार में मलिन बस्तियों के सम्बन्ध में बैठक
देहरादून। जिलाधिकारी सविन बसंल की अध्यक्षता में ऋषिपर्णा सभागार में मलिन बस्तियों के सम्बन्ध में बैठक आयोजित की गई। जिलाधिकारी ने बिंदाल एवं रिस्पना किनारे रिवर फ्रंट पर बसी बस्तियों विस्थापन प्लान को नगर निगम, एमडीडीए के अधिकारियों को प्रभावी प्लान के तहत् कार्य करने के निर्देश दिए। जिलाधिकारी ने नगर निगम के अधिकारियों को निर्देशित किया कि वर्ष 2016 से पहले एवं बाद बसी बस्तियों का चिन्हिकरण करते हुए अद्यतन सूची बनाई जाए। उन्होंने मुख्य नगर आयुक्त को निर्देशित किया कि वर्ष 2016 से पहले तथा 2016 के बाद बसी बस्तियों का 05 दिन के भीतर रिपोर्ट उपलब्ध कराने के निर्देश दिए। जिलाधिकारी ने कहा कि मुख्यमंत्री का जनभाव सभी नागरिकों को दिलाना है क्वालिटी ऑफ लाईफ का मौलिक अधिकार है। इसके डीएम ने नगर निगम एवं एमडीडीए के अधिकारियों को मलिन बस्तियों में निवासरत परिवारों के विस्थापन के लिए भूमि चिन्हित करने के निर्देश दिए। मुख्यमंत्री का जनभाव से प्रेरित डीएम ने स्लम एरियास को दुरूस्त करन की कवायद शुरू कर दी है डीएम ने कहा कि झुग्गी-झोपड़ी मुक्त, स्वच्छ जलय किफायती आवासय बुनियादी नागरिक समुदाय किसी भी महानगर का प्रधान सूचकांक होता हैं । उन्होंने कहा मा0 मुख्यमत्रंी के निर्देशन में सरकार द्वारा बस्तियों में निवासरत नागरिकों गुणवत्तापूर्वक जीवन जीने के लिए संकल्पबद्ध है तथा राजधानी को स्लम, आपद दरिद्रता विहीन लिए किसी को आगे आना ही है इसके लिए प्रशासन प्रतिबद्ध हैं। उन्होंने अधिकारियों को धरातल पर कार्यवाही शुरू करने सख्त निर्देश दिए है। उन्होंने कहा कि गुणवत्तायुक्त जीवन सभी का मौलिक अधिकार, मलिन बस्तिवासियोें को सुरक्षित माहौल देने को प्रशासन प्रतिबद्ध है। डीएम ने कहा कि बहुत जल्द कराउंगा उच्च स्तरीय समीक्षा की जाएगी। उन्होंने सख्त शब्दो में कहा कि कानून के दाव पेंच, जमीनय कार्यक्षेत्र कोई बहाना नही सुनेंगे सम्बन्धित विभाग आ जाएं एक्शन मोड में आने को कहा हैं जिल को स्लममुक्त करने कमिटमेंट कर ली फिर तो यह होना तय है। उन्होंने कहा कि राजधानी को बनाना है स्लम फ्री, बस्तियों के पुनर्वास को प्रभावी कार्ययोजना बनेगी। डीएम ने कहा स्लमवासी भी अपने लोग, उन्हें गौरवमय जीवन देना भी हमारा ही दायित्व है। इसलिए अधिकारी मैन्टल ब्लॉक को दूर करें, इस थिंकिंग माइंडसेट से निकले बाहर, कि यह इम्पोसिबल टास्क है। स्लम हमारी लापरवाही, असवेंदना से उद्धम होता है, हमें ही इसे ठीक करना है। जिलाधिकारी ने कहा कि मा0 न्यायालय के आदेशों का परिपालन करते हुए मलिन बस्तियों के निवासियों को पुनर्वास नीति बनाते हुए नदी किनारे से अतिक्रमण एवं मलिन बस्तियों को हटाने की कार्यवाही की जानी हैं। हमारा दायत्वि है मलिन बस्ती के लोगों को व्यवसाय से जोड़ते हुए सुरक्षित स्थलों पर पुनवार्सित किया जाना है ताकि बस्तियों की नई पीढी के लिए एक सुरक्षित अच्छा जीवन जीने तथा नदी, नालों को प्रदूषण मुक्त करते हुए उनके बहाव में बाधा न आए। जिले में एलिवेटेड कॉरिडोर रिस्पना नदी पर 11 किमी एवं बिंदाल नदी पर 15 किमी लम्बे चार लेन एलिवेटेड कॉरिडोर निर्माण कार्य प्रस्तावित है। जिसके लिए इन नदियों के भीतर विद्युत लाईन, हाईटेंशन लाईन, सीवर लाईन इत्यादि का नदी से बाहर विस्थापन किया जाना है। एलिवेटेड रोड के साथ नदी के दोनो किनारों पर रिटेनिंग वॉल निर्माण, एवं बाढ सुरक्षा कार्य के साथ ही नदी के पर्यावरणीय स्वास्थ्य सुधार एवं सौन्दर्यीकरण आदि कार्य किये जाने है। बैठक में अपर जिलाधिकारी वित्त एवं राजस्व के.के मिश्रा, अपर नगर आयुक्त हेमंत कुमार वर्मा, नगर मजिस्टेªट प्रत्युष सिहं, उप नगर आयुक्त गोपाल राम बिनवाल, अधीक्षण अभियंता सिंचाई शरद श्रीवस्तव च पुरूषोतम, डीजीसी नितिन विशिष्ट, एमडीडीए से अतुल गुप्ता, नीतिन गुप्ता, ईडीएम हरेन्दर शर्मा सहित सम्बन्धित विभागों के अधिकारी उपस्थित रहे।
