देहरादून। जिलाधिकारी सविन बसंल का चकराता दौरा चकराता की लाईफलाईन सड़कों के लिए वरदान साबित होने जा रहा है जहां चकराता की कनैक्टिविटी के लिए नासूर बने भस्खलन जोन जजरेट का अब स्थायी समाधान का रास्ता खुल गया है, जहां डीएम ने ग्राउण्ड जीरो से लौटते ही आपदा एक्ट में प्रदत्त विशेष शक्तियों का प्रयोग करते हुए आदेश जारी किए हैं। अब स्लोब स्टेबलाईजेशन कार्य शुरू हो जाएगा जिसकी जिलाधिकारी ने डीपीआर तैयार करने की अनुमति दे दी है। भूस्खलन जोन जजरेट में 200 मीटर उंची तथा 180 मीटर चैड़े जोन में आए दिन पहाड़ी दरकती रहती है, जिससे बार-बार सड़क बाधित होती है। डीएम ने आपदा एक्ट में विशेष शक्तियों का प्रयोग करते हुए मौके पर ही कार्य अनुमति देते हुए डीपीआर तैयार करने के निर्देश दिए हैं। डीएम अपने तुफानी दोरे में स्वास्थ्य, सड़क, शिक्षा जनमानस से जुड़े कई पहलुओं को एक साथ छू गए। अपने चिरिपरिचित अंदाज में डीएम ने जनहित में कई ऑन द स्पाट निर्णय लिए जिनमें जजरेट भूस्खलन, ध्वेरा, हईया बैंड सुधारीकरण को आपदा से त्वरित धनराशि की स्वीकृति।
वर्षों से पहेली बने जजरेट भूस्खलन जोन के सुधारीकरण का पेच डीएम ने एक झटके में ही सुलझा दिया है। जजरेट स्लोब स्टेबलाइजेशन कार्य हेतु वन भूमि हस्तांतरण, सीए लेंड क्षतिपूर्ति पेंच फस रहा था, डीएम ने आपदा एक्ट में विशेष शक्ति का प्रयोग कर मौके पर ही जारी की अनुमति देते हुए लोनिवि को डीपीआर तैयार करने के निर्देश दिए। कालसी चकराता मोटर मार्ग पर जजरेट में खतरनाक बने स्लाइड जोन का निरीक्षण किया। यहां पर करीब 180 मीटर चैड़े तथा 200 मीटर उंचे दायरे में पहाडी से लगातार भूस्खलन का मलबा सडक पर आता है, जिससे इस क्षेत्र में बार-बार सडक बाधित होती है। डीएम ने आपदा एक्ट के तहत वन भूमि अधिग्रहण की मौके पर स्पेशल स्वीकृति प्रदान करते हुए लोनिवि को जजरेट स्लाइड जोन पर स्लोब प्रोटेक्शन वर्क शीघ्र शुरू करने के निर्देश दिए। पंचायत चुनाव के दृष्टिगत डीएम ने कंटिजेंसी प्लान के तहत स्लाइड जोन के दोनों तरफ अतिरिक्त वाहनों की तैनाती रखने के निर्देश भी दिए। साथ ही लोनिवि को जजरेट स्पाट पर मैन पावर और मशीनरी तैनात रखते हुए सडक पर आने वाले मलबे का तत्काल निस्तारण करने निर्देश दिए गए।
