देहरादून। मुख्यमंत्री पुष्कर सिंह धामी नेसचिवालय में इस वित्तीय वर्ष के राजस्व प्राप्ति एवं आय के संसाधनों में वृद्धि के संबंध में वित्त मंत्री सहित शासन के उच्चाधिकारियों के साथ गहनता से समीक्षा की। राज्य के राजस्व प्राप्ति के कुल लक्ष्य 24745 करोड के सापेक्ष 16436 करोड जो लक्ष्य का 66 प्रतिशत है, की स्थिति पर मुख्यमंत्री ने संतोष व्यक्त करते हुये अवशेष 34 प्रतिशत के राजस्व प्राप्त के लक्ष्य को फरवरी तक पूर्ण करने के निर्देश संबंधित अधिकारियों को दिये है। उन्होंने कहा कि अवैध खनन पर प्रभावी नियंत्रण के साथ इस क्षेत्र में आय के संसाधनों में वृद्धि के लिये और अधिक प्रयास किये जाय। परिवहन विभाग, यातायात पुलिस, वन एवं खनन को एक एकीकृत तंत्र विकसित किए जाने के साथ राज्य कर विभाग को खूफिया प्रणाली को और मजबूत किए जाने के निर्देश दिए। उन्होंने नदियों के बेड लेवल के निर्धारण के संबंध में भी कार्ययोजना बनाये जाने की बात कही। मुख्यमंत्री ने कहा कि परिवहन, खनन, जीएसटी आदि क्षेत्रों में गहन निगरानी रखने के लिए ऑनलाईन सिस्टम को और बेहतर बनाया जाए। जीएसटी के तहत राजस्व बढ़ाने के लिए और प्रयास किये जाएं। कर अपवंचन पर रोक लगाये जाने के लिये प्रभावी उपाय किये जाएं। आय के संसाधनों में वृद्धि के लिये नवाचार एवं सूचना प्रौद्योगिकी के उपयोग पर विशेष ध्यान दिये जाने पर भी उन्होंने बल दिया। मुख्यमंत्री ने विभागीय कार्ययोजनाओं में स्थानीय लोगों की भागीदारी सुनिश्चित किये जाने की भी बात कही। मुख्यमंत्री ने कहा कि राजस्व वृद्धि के लिए सभी विभाग सजगता और पूरी सक्रियता से कार्य करें। उन्होंने कहा कि ऊर्जा के क्षेत्र में यूपीसीएल एवं यूजेवीएनल को राजस्व बढ़ाने की दिशा में विशेष प्रयासों की जरूरत है। बिजली चोरी संभावित क्षेत्रों में लगातार सतर्कता आधारित गतिविधियां चलाई जाए। मुख्यमंत्री ने कहा कि प्रदेश में 71 प्रतिशत वन क्षेत्र होने के कारण इसमें राजस्व प्राप्ति के लिए अत्यधिक संभावनाएं हैं। वन सम्पदाओं के बेहतर उपयोग से राजस्व वृद्धि की दिशा में और प्रयास किये जाएं। तराई क्षेत्रों में कमर्शियल प्लांटेशन की दिशा में तेजी से कार्य किए जाएं। प्रकाष्ठ बिक्री के लिए उचित व्यवस्था की जाए। जड़ी-बूटियों के संरक्षण एवं सतत विकास के लिए दीर्घकालिक योजना को ध्यान में रखकर कार्य किये जाएं। मुख्यमंत्री ने जी.एम.वी.एन, के.एम.वी.एन तथा वन निगम को अपनी कार्य प्रणाली में सुधार लाने तथा निगमों की कार्ययोजना के मूल स्वरूप पर ध्यान देने को कहा। उन्होंने निर्देश दिये कि निगमों की कार्य क्षमता का भी आंकलन किया जाय। मुख्यमंत्री ने प्रधानमंत्री नरेन्द्र मोदी ने 21वीं शदी के इस दशक को उत्तराखण्ड का दशक बताया है। सभी विभागों की कार्ययोजना का इसकी सफलता में बडा योगदान रहेगा। सभी विभाग आपसी समन्वय एवं दक्षता के साथ इस दिशा में आगे बढें। विभागीय आय के संसाधनों में वृद्धि के लिये प्रयासरत रहे। विभागों की कार्यप्रणाली राज्य के विकास का भी आधार बनेगी। मुख्यमंत्री ने अगले वित्तीय वर्ष के बजट तैयार करने के प्रयासों में भी तेजी लाये जाने को कहा। बैठक में सचिव वित्त दिलीप जावलकर द्वारा विस्तृत प्रस्तुतीकरण के माध्यम से विभागवार राजस्व प्राप्ति के लक्ष्यों आदि का विवरण प्रस्तुत किया गया। बैठक में कैबिनेट मंत्री प्रेमचंद अग्रवाल, मुख्य सचिव डॉ. एसएस संधु, अपर मुख्य सचिव राधा रतूड़ी, आनंद वर्द्धन, प्रमुख सचिव आरके सुधांशु, सचिव आर मीनाक्षी सुंदरम, हरिचन्द सेमवाल सहित संबंधित विभागों के उच्चाधिकारी उपस्थित थे।
