सीएम ने सूचना एवं संचार प्रौद्योगिकी सक्षम सेवाओं का शुभारंभ
देहरादून। मुख्यमंत्री पुष्कर सिंह धामी ने मंगलवार को मुख्यमंत्री कैम्प कार्यालय स्थित मुख्य सेवक सदन में सूचना एवं संचार प्रौद्योगिकी सक्षम सेवाओं का शुभारंभ किया। इनमें डिजिटल उत्तराखण्ड एप का उद्घाटन, सुरक्षित, स्केलेबल और सुगम्य प्लेटफॉर्म आधारित 66 वेबसाइटों का उद्घाटन, नगरीय क्षेत्र में कूड़ा उठाने वाले वाहनों की रियल टाइम ट्रैकिंग के लिए विकसित की गई जीआईएस आधारित वेब एप का उद्घाटन, जन सुविधा के लिए संचालित 1905 सीएम हेल्पलाइन में एआई के अनुप्रयोग नवाचार का शुभारंभ और अतिक्रमण की निगरानी के लिए वेब आधारित एप्लीकेशन का शुभारंभ शामिल हैं।
मुख्यमंत्री घोषणाएं-
1-भविष्य की चुनौतियों का सामना करने के लिए राज्य में नेक्स्ट-जनरेशन डेटा सेंटर स्थापित किया जाएगा, जिसके अंतर्गत डिजास्टर रिकवरी के लिए भी एक अलग से मैकेनिज्म बनाया जाएगा।
2-राज्य में शीघ्र ही भविष्य की चुनौतियों का सामना करने के लिए “एआई मिशन“ प्रारंभ किया जाएगा, जिसे “एक्सीलेंस सेंटर“ के रूप में विकसित किया जाएगा।
3-गुड गवर्नेंस की अवधारणा को आगे बढ़ाते हुए राज्य में नेक्स्ट-जनरेशन रिमोट सेंसिंग एवं ड्रोन एप्लीकेशन सेंटर का विकास किया जाएगा।
4-राज्य में एक विशिष्ट आईटी कैडर स्थापित करने के लिए सरकार प्रयास करेगी।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि उत्तराखण्ड सुंदर पहाड़ी राज्य होने के साथ ही तकनीकी रूप से दक्ष राज्य के रूप में आगे बढ़े, इसके लिए राज्य सरकार “हिल से हाइटेक“ के मंत्र पर कार्य कर रही है। आज प्रदेश में सूचना प्रौद्योगिकी से जुड़ी 5 महत्वपूर्ण पहलों की शुरुआत की गई है। ये सभी नवाचार शासन व्यवस्था को और अधिक बेहतर बनाने के साथ ही विभिन्न सेवाओं में गति एवं पारदर्शिता भी लाएंगे। उन्होंने कहा कि प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में डिजिटल इंडिया अभियान के माध्यम से प्रौद्योगिकी और नवाचार का विस्तार हुआ है। उनके ’डिजिटल इंडिया’ के सपने को साकार करने के लिए राज्य सरकार भी निरंतर प्रयास कर रही है। “डिजिटल उत्तराखण्ड“ एप के माध्यम से लोग घर बैठे ही अनेक सरकारी सेवाओं का लाभ उठा सकेंगे। अब लोगों को सरकारी दफ्तरों के चक्कर लगाने की आवश्यकता नहीं होगी। यह एप प्रधानमंत्री के ’मिनिमम गवर्नमेंट-मैक्सिमम गवर्नेंस’ के मंत्र को साकार करने में सहायक होगा। इससे सरकारी सेवाओं को एकीकृत, सरल और सुलभ बनाने में सहायता मिलेगी और विभिन्न गतिविधियों की मॉनिटरिंग भी आसानी से होगी। मुख्यमंत्री ने कहा कि ै3ॅंे प्लेटफॉर्म पर आधारित 66 नई सरकारी वेबसाइटें विभागीय जानकारी को सुरक्षित, त्वरित और पारदर्शी तरीके से जनता तक पहुंचाएंगी। जीआईएस आधारित वेब ऐप शहरी क्षेत्रों में कूड़ा उठाने वाले वाहनों की रियल-टाइम मॉनिटरिंग करेगा। अतिक्रमण की रोकथाम के लिए एक वेब-आधारित ऐप के माध्यम से कोई भी नागरिक अतिक्रमण की तस्वीर या वीडियो अपलोड कर सकेगा, जिस पर संबंधित विभाग तुरंत जांच कर कार्यवाही सुनिश्चित करेगा। इस पूरी प्रक्रिया को ऑनलाइन ट्रैक किया जा सकेगा। उन्होंने कहा कि 1905 सीएम हेल्पलाइन राज्य के नागरिकों और सरकार के बीच संवाद का एक महत्वपूर्ण माध्यम है। इस सेवा में भी एआई आधारित सुविधाओं से शिकायतों का ऑटो-केटेगराइजेशन, त्वरित समाधान और फॉलो-अप मॉनिटरिंग और भी बेहतर तरीके से होगी। मुख्यमंत्री ने कहा कि राज्य में ऑनलाइन शिक्षा, ई-स्वास्थ्य सेवा और भूलेख डिजिटलीकरण जैसे कार्यों को विशेष प्राथमिकता दी जा रही है। ई-डिस्ट्रिक्ट पोर्टल और सीएम डैशबोर्ड के माध्यम से लोगों को घर बैठे ही अनेक सरकारी सेवाओं का लाभ प्रदान करने के प्रयास किए जा रहे हैं। विद्यार्थियों के लिए स्मार्ट क्लासरूम और ई-लर्निंग प्लेटफॉर्म का भी विस्तार किया जा रहा है। दूरस्थ क्षेत्रों के नागरिकों को टेलीमेडिसिन और ई-संजीवनी सेवाओं के माध्यम से विशेषज्ञ डॉक्टरों की सलाह घर बैठे उपलब्ध कराने का भी कार्य किया जा रहा है। “अपणी सरकार“ पोर्टल द्वारा 886 सेवाओं को ऑनलाइन उपलब्ध करवाया जा रहा है। राज्य के लगभग 95 प्रतिशत गांवों में दूरसंचार कनेक्टिविटी पहुंच चुकी है। इस अवसर पर विधायक खजानदास, प्रमुख सचिव एल. फैनई, सचिव नितेश झा, डॉ. रंजीत कुमार सिन्हा, डॉ. पंकज कुमार पाण्डेय, नीरज खेरवाल, डॉ. वी. षणमुगम, श्रीधर बाबू अदांकी, महानिदेशक यू-कॉस्ट प्रो. दुर्गेश पंत, निदेशक आईटी गौरव कुमार (वर्चुअल माध्यम), नगर आयुक्त देहरादून नमामि बंसल, संबंधित विभागों के अपर सचिव एवं विभागाध्यक्ष उपस्थित थे।
