शिक्षा का अधिकार अधिनियम का पालन न करने वाले शिक्षण संस्थानों पर ठोस कार्रवाई की जायेगी: डा. धन सिंह रावत
देहरादून। सूबे में शिक्षा का अधिकार अधिनियम का पालन न करने वाले शिक्षण संस्थानों पर ठोस कार्रवाई की जायेगी। इसके लिये सभी जनपदों के मुख्य शिक्षा अधिकारियों को अपने-अपने जनपदों में सभी निजी विद्यालयों से आरटीई के तहत होने वाले प्रवेश विस्तृत रिपोर्ट तैयार कर महानिदेशालय को उपलब्ध कराने के निर्देश दिये गये हैं। साथ ही मुख्य शिक्षा अधिकारी अपने-अपने जनपदों में सरकारी स्कूलों के साथ ही निजी स्कूलों का निरीक्षण कर जरूरी मानकों पर खरा न उतरने वाले शिक्षण संस्थानों के विरूद्ध विभागीय कार्रवाई सुनिश्चित करेंगे। सूबे के विद्यालयी शिक्षा मंत्री डॉ. धन सिंह रावत ने आज अपने शासकीय आवास पर शिक्षा का अधिकार अधिनियम के अनुपालन को लेकर विभागीय समीक्षा बैठक ली। जिसमें उन्होंने कहा कि प्रदेश के सभी निजी शिक्षण संस्थानों को निर्धारित मानकों के अनुरूप अनिवार्य रूप से छात्र-छात्राओं को आरटीई के तहत प्रवेश देने होंगे। जिसकी जिम्मेदारी जनपद स्तर पर मुख्य शिक्षा अधिकारी व ब्लॉक स्तर पर खंड शिक्षा अधिकारियों की होगी। डॉ. रावत ने कहा कि जिन शिक्षण संस्थानों में आरटीई के तहत छात्र-छात्राओं को प्रवेश नहीं दिया जा रहा है ऐसे विद्यालयों को नोटिस जारी कर एनओसी निरस्त करने की कार्रवाही की जायेगी। इसके लिये जनपद स्तर पर विभागीय अधिकारियों को सभी निजी शिक्षण संस्थानों की समीक्षा के निर्देश दिये गये हैं। विभागीय मंत्री ने कहा कि उत्तराखंड बाल अधिकार संरक्षण आयोग की ओर से भी समय-समय पर निजी स्कूलों द्वारा आरटीई का पालन न करने की शिकायतें भी प्राप्त होती रहती हैं, साथ ही आयोग की तरफ से कई सुझाव भी प्राप्त हुये हैं। जिनको लागू करने के लिये विभागीय अधिकारियों को निर्देशित कर दिया गया है। आयोग ने आरटीई का अनुपालन न करने वाले निजी विद्यालयों के खिलाफ कार्रवाई की भी सिफारिश की है। जिस तहत विभागीय अधिकारियों को प्रदेशभर में आरटीई के अनुपालन की समीक्षा के निर्देश दे दिये गये हैं तथा अनुपालन न करने वाले निजी संस्थानों के विरूद्ध कार्रवाई को भी कहा गया है। बैठक में उत्तराखंड बाल अधिकार संरक्षण आयोग की अध्यक्ष डॉ. गीता खन्ना ने भी विभागीय अधिकारियों के साथ बाल संरक्षण कानून एवं आरटीई अधिनियम को प्रदेश के सभी निजी विद्यालयों में कड़ाई से लागू करने पर विस्तृत चर्चा की। उन्होंने सुझाव दिया आरटीई अधिनियम संबंधी शिकायतों के लिये विभाग द्वारा एक पोर्टल तैयार किया जाय ताकि प्राप्त शिकायतों का नियमित रूप निस्तारण किया जा सके। बैठक में महानिदेशक विद्यालयी शिक्षा अभिषेक रोहिला, मुख्य विकास अधिकारी अभिनव शाह, उत्तराखंड बाल अधिकार संरक्षण आयोग के सचिव डॉ. एस.के. बर्णवाल, अनु सचिव डा. एस.के. सिंह, निदेशक बेसिक शिक्षा अजय कुमार नौडियाल, निदेशक माध्यमिक डॉ. मुकुल सती, एपीडी समग्र शिक्षा कुलदीप गैरौला, देहरादून, हरिद्वार, ऊधमसिंह नगर, नैनीताल जनपदों के मुख्य शिक्षा अधिकारी सहित अन्य विभागीय अधिकारी उपस्थित रहे।
