देहरादून। मुख्यमंत्री पुष्कर सिंह धामी ने गुरुवार को लाल बहादुर शास्त्री राष्ट्रीय प्रशासनिक अकादमी, मसूरी में सशक्त उत्तराखंड एट द रेट 25 चिंतन शिविर में प्रतिभाग किया। इस अवसर पर कैबिनेट मंत्री प्रेमचंद अग्रवाल, गणेश जोशी, डॉ. धन सिंह रावत, सुबोध उनियाल, रेखा आर्य, नीति आयोग के उपाध्यक्ष सुमन बेरी, मुख्य सचिव डॉ. एसएस संधु ने प्रतिभाग किया। मुख्यमंत्री पुष्कर सिंह धामी ने चिंतन शिविर के तीसरे दिन चर्चा के दौरान कहा कि राज्य में खेती एवं बागवानी को बंदरो द्वारा काफी नुकसान पहुंचाया जा रहा है। जिससे अधिकांश लोग खेती एवं बागवानी में कम रुचि ले रहे हैं। इस वजह से ग्रामीण क्षेत्रों से पलायन भी हो रहा है। इस दिशा में विशेष ध्यान देने की जरूरत है। इसके लिए संबंधित विभागों को भी वन विभाग के साथ समन्वय बनाकर कार्य करने होंगे। वन विभाग, कृषि विभाग एवं उद्यान विभाग द्वारा कार्यशाला का आयोजन कर इस समस्या का समाधान निकाला जाए। वन मंत्री सुबोध उनियाल ने कहा कि वन पंचायतों के माध्यम से स्थानीय लोगों को वनों से जोङना होगा। इसके लिये वनों के माध्यम से उनकी आजीविका को बढ़ाने के प्रयास करने हैं। कैबिनेट मंत्री गणेश जोशी ने कहा कि आईटीआई में बच्चों को अच्छा प्रशिक्षण मिले, इसके लिए आईटीआई में आवश्यक संसाधनों एवं मैनपावर को बढ़ाने की दिशा में विशेष ध्यान देना होगा। भविष्य की आवश्यकताओं के हिसाब से विश्लेषण कर कार्यों को आगे बढ़ाना होगा। कैबिनेट मंत्री डॉ. धन सिंह रावत ने कहा कि वन डिस्ट्रिक्ट टू प्रोडक्ट को और अधिक प्रमोट करने की जरूरत है। योग के क्षेत्र में भी राज्य में और तेजी से कार्य हों, योग में राज्य में अनेक संभावनाएं हैं, इस दिशा में प्रयास किए जाए। नीति आयोग के उपाध्यक्ष सुमन बेरी ने कहा कि उनका उत्तराखण्ड से काफी समय से लगाव रहा है। राज्य के समग्र विकास के लिए हो रहे इस चिंतन शिविर के आने वाले समय में राज्य को अच्छे परिणाम मिलेंगे। नीति आयोग द्वारा राज्य को हर संभव सहयोग दिए जाने के प्रयास किए जाएंगे। उन्होंने कहा कि उत्पादों की वैल्यू एडिशन, मार्केटिंग एवं ब्रांडिंग की दिशा में विशेष ध्यान देना होगा। अगले 25 साल भारत के लिए बहुत महत्वपूर्ण है। टेक्नोलॉजी के क्षेत्र में भारत तेजी से आगे बढ़ रहा है। वहीं सशक्त उत्तराखंड एट द रेट 25 चिंतन शिविर के अंतिम दिन आज वन विभाग एवं कौशल विकास की लघु एवं दीर्घकालिक योजनाओं पर प्रस्तुतिकरण दिया गया।
वन विभाग
वन विभाग के प्रमुख वन संरक्षक अनूप मालिक द्वारा दिए गए प्रस्तुतिकरण में बताया गया कि किस तरह से विभाग दीर्घ एवं लघु योजनाओं पर काम कर रहा है। प्रकृति आधारित पर्यटन को बढ़ावा देने के लिए पांच नए डेस्टिनेशन को अगले पांच वर्षों में चयनित एवं विकसित किए जाएंगे। इसी तरह अंतरराष्ट्रीय मार्केटिंग लिंकेज बनाकर 10 नए डेस्टिनेशन को अगले दस वर्ष में विकसित किए जाएंगे। मानव-वन्य जीव संघर्ष को रोकने हेतु स्टेट एक्शन प्लान बनाया जाएगा। साथ ही संवेदनशील इलाकों में रैपिड रेस्पॉन्स टीमों का गठन किया जाएगा, स्टेक होल्डर्स यानि स्थानीय निवासियों को प्रशिक्षित किया जा रहा है। पर्वतीय क्षेत्रों में बंदरों के आतंक को कम करने के लिए बताया गया कि बंदरों को पकड़कर इनकी नसबंदी की जा रही है। वहीं, हाथी एवं बाघ के पारंपरिक गलियारों को रिस्टोर करने के प्रयास किये जा रहे हैं।
आयुष
सचिव आयुष डॉ. पंकज कुमार पांडेय द्वारा आयुष को लेकर विभाग का रोडमैप बताया गया। उन्होंने कहा कि आयुष को दोबारा स्थापित करना है। उत्तराखण्ड को आयुष और योग का हब बनाना बनाना है। इस क्षेत्र में प्राइवेट इन्वेस्टमेंट को प्रमोट किया जा रहा है। आयुष ढांचे को अपग्रेड करने के प्रयास किये जा रहे हैं। अभी 300 वेलनेस सेन्टर राज्य में संचालित हो रहे हैं। योगा एवं नेचुरोपैथी का सेल बनाया जा रहा है। उन्होंने दवाओं के प्रमाणीकरण करने की जानकारी भी दी। इसके लिए राष्ट्रीय स्तर का सिस्टम बनाने की बात कही। जड़ी-बूटियों के प्रोडक्शन को बढ़ाने पर बल दिया। उन्होंने विभाग में प्रशिक्षित डॉक्टर एवं पैरामेडिकल स्टाफ की कमी को इंगित किया। राज्य में आदर्श आयुष ग्राम विकसित करने के प्रयास किये जा रहे हैं। बताया कि डेंगू में होम्योपैथी काफी कारगर साबित हो रही है।
उद्योग
डॉ. पंकज कुमार पाण्डेय द्वारा उद्योग के क्षेत्र में किए जा रहे प्रयासों पर भी प्रस्तुतिकरण दिया गया जिसमें बताया गया कि हरिद्वार एवं पंतनगर सिडकुल में अच्छा काम हो रहा है। इकॉनमिक डेवलपमेन्ट के लिए स्वरोजगार पर जोर दिया गया। उन्होंने बताया कि जीआई टैगिंग के बाद हमारी मार्केटिंग ऊपर आ जाती है। इसे बढ़ाने के प्रयास किये जा रहे हैं। मुख्यमंत्री स्वरोजगार योजना में अच्छा कार्य हो रहा है। टूरिज्म एवं सर्विस सेक्टर पर विशेष ध्यान दिया जा रहा है। वन डिस्ट्रिक्ट टू प्रोडक्ट पर कार्य किए जा रहे है। उद्योग जगत के लोगों को राज्य में अधिकतम इन्वेस्ट के लिए प्रेरित किया जा रहा है। प्रोडक्ट की जी.आई. टैगिंग पर भी विशेष ध्यान दिया जा रहा है। इन्वेस्टमेंट के लिए लैंड बैंक पर भी कार्य किए जा रहे हैं। गति शक्ति में तेजी से कार्य किए जा रहे हैं।
कौशल विकास
सचिव कौशल विकास विजय कुमार यादव ने कौशल विकास पर कहा कि उद्योगों की डिमांड के हिसाब से कौशल विकास विभाग द्वारा लोगों को विभिन्न क्षेत्रों में प्रशिक्षण की व्यवस्था की गई है। लॉन्ग टर्म एवं शॉर्ट टर्म स्किल डेवलपमेंट की व्यवस्थाएं की गई हैं। फैकल्टी को भी अप स्किलिंग करने की व्यवस्था की जा रही है। अपडेटेट ट्रेनिंग मटेरियल एवं इन्फ्रास्ट्रक्चर के साथ लोगों को प्रशिक्षण मिले इस दिशा में प्रयास किए जा रहे हैं। आईटीआई में स्पेशल ट्रैनिंग प्रोग्राम भी आयोजित किए जा रहे हैं। ये प्रशिक्षण देश के अच्छे संस्थानों से सहयोग लेकर किए जा रहे हैं। आईटीआई सहसपुर में स्किल हब भी बनाया गया है। उन्होंने कहा कि प्रशिक्षण देने वाले विभागों में आपसी समन्वय का होना भी जरूरी है। कौशल विकास विभाग के प्रस्तुतिकरण के दौरान नैनीताल के जिलाधिकारी धीराज गब्र्याल द्वारा पहाड़ी भवन निर्माण शैली को संरक्षित करने और रोजगार देने के उद्देश्य से हुनरशाला पहाड़ों में खोलने का सुझाव दिया गया। उनके द्वारा बताया गया कि वर्तमान में कौशल विकास का पूरा ध्यान उद्योग की जरूरत पर आधारित है जबकि हम अपनी पारंपरिक हुनर को खो रहे हैं जिनके संरक्षित कर इसे पर्वतीय इलाकों में रोजगार सृजन का बड़ा माध्यम बनाया जा सकता है। सचिव स्वास्थ्य डॉ. आर. राजेश कुमार द्वारा कौशल विकास विभाग को नोडल विभाग बनाने का सुझाव दिया गया। इस अवसर पर अपर मुख्य सचिव राधा रतूड़ी, आनंद बर्धन, प्रमुख सचिव आरके सुधांशु, एल फैनई, सचिवगण एवं वरिष्ठ अधिकारी उपस्थित थे।
