काशीपुर। इंडियन मेडिकल एसोसिएशन ;आईएमएद्ध ने विभिन्न मांगों को लेकर मुख्यमंत्री को ज्ञापन भेजा है। रामनगर रोड स्थित आईएमए भवन ‘कल्याणम्’ में पत्रकारों से वार्ता कर काशीपुर इकाई अध्यक्ष डॉ. अरविन्द शर्मा ने उक्त जानकारी दी।
ज्ञापन में कहा गया कि आईएमए उत्तराखण्ड राज्यों की परिस्थितियों के हिसाब से राज्य सरकार से लम्बे समय से 50 एवं इससे कम बिस्तरों वाले अस्पतालों को क्लीनिकल स्टेबलिशमेंट एक्ट के दायरे से बाहर रखने का अनुरोध करती आ रही है, जैसा कि हमारे निकटवर्ती राज्यों हरियाणा और पंजाब के राज्यों सरकारों ने पहले ही किया हुआ है, तथा उत्तर प्रदेश सरकार ने हाल में 50 बेड से कम कर दिया है। लिहाजा मुख्यमंत्री से अनुरोध किया गया कि अविलम्ब न्याय सचिव को निर्देशित करें कि इस प्रस्ताव को स्वीकार कर प्रान्त के सभी चिकित्सकों कों पड़ोसी राज्यों की तरह राहत प्रदान की जा सके। राज्य प्रदूषण विभाग द्वारा राज्य के सभी छोटे एवं बड़े अस्पतालों में ईटीपी एवं एसटीपी की व्यवस्था करने के निर्देश दिये गये है। इन दोनों संयंत्रों को स्थापित करने में काफी भूमि व काफी अधिक धन की आवश्यकता होती है, जो कि हमारे पर्वतीय स्थानों एवं मैदानी छोटे अस्पतालों के पास होना संभव नहीं है। डॉ. शर्मा ने पत्रकार वार्ता में बताया कि हमारे राज्यों में गढ़वाल एवं कुमांऊ क्षेत्र में बायो मेडिकल वेस्ट के निस्तारण हेतु जिन संस्थाओं को ठेका दिया गया है उनके द्वारा निर्धारित शुल्क हमारे पड़ोसी राज्यों की तुलना में बहुत अधिक है तथा गढ़वाल की तुलना में कुमांऊ में कार्यरत संस्था द्वारा लिया जाने वाला शुल्क और भी अधिक है। यह भी मांग की गई कि चिकित्सकों एवं हमारे संस्थानों की सुरक्षा हेतु महामारी अधिनियम में जो प्रावधान है उन्हीं प्रावधानों को ठीक उसी प्रकार महामारी के समाप्त होने के बाद भी उसी स्थिति में जारी रखा जाये, ताकि सभी चिकित्सक भय मुक्त वातावरण में पूर्ण मनोयोग से कार्य कर सकें। साथ ही अग्निशमन अधिनियम के तहत अस्पतालों व नर्सिंग होम के लिए अनापत्ति प्रमाण-पत्र जारी किये जाने हेतु बनाये गए कानूनों को शिथिल किया जाये। वार्ता के दौरान डॉ. रवि सहोता, डॉ. रजत गुप्ता, डॉ. एके बंसल, डॉ. यशपाल रावत, डॉ. प्रदीप राज रस्तोगी, डॉ. बीएम गोयल, डॉ. सुनेश चौहान आदि थे।
