बजट राज्य सरकार की प्राथमिकताओं और संकल्पों को प्रस्तुत करता है: मुख्यमंत्री
देहरादून। मुख्यमंत्री पुष्कर सिंह धामी ने विधानसभा में बजट पेश होने के उपरान्त मीडिया से औपचारिक वार्ता करते हुए उत्तराखण्ड के रजत जयंती वर्ष में ऐतिहासिक बजट पेश करने के लिए वित्त मंत्री और पूरी टीम को बधाई दी। उन्होंने कहा कि बजट राज्य सरकार की प्राथमिकताओं और संकल्पों को प्रस्तुत करता है। जो सरकार की भविष्य की योजनाओं को प्रस्तुत करता है। मुख्यमंत्री ने कहा कि राज्य निर्माण के रजत जयंती वर्ष में बजट के आकार ने 01 लाख करोड़ को पार किया है। पिछले बजट की तुलना में इस वर्ष के बजट में 13 प्रतिशत वृद्धि हुई है। उत्तराखण्ड राज्य के प्रथम बजट से इस बार का बजट 24 गुना अधिक है। बजट इकोलॉजी, इकोनोमी, इनोवेशन, इन्क्लूसिव और सस्टेनेबल डेवलपमेंट के साथ-साथ टेक्नोलॉजी और एकाउंटेबिलिटी को ध्यान में रख कर बनाया गया है। रिवर फ्रंट डेवलपमेंट योजना, प्रवासी उत्तराखण्ड परिषद का गठन, स्मार्ट सिटी के अंतर्गत इलेक्ट्रिक बसों का संचालन, खेल विश्वविद्यालय की स्थापना, होमगार्ड कल्याण कोष का गठन, पुलिस कर्मियों के उत्साहवर्धन के लिए रिवाल्विंग फंड की स्थापना जैसी अनेक नए पहलुओं को इसमें सम्मिलित किया गया है। मुख्यमंत्री ने कहा कि यह बजट (नमो) अर्थात नवाचार, आत्मनिर्भर उत्तराखंड, महान विरासत व ओजस्वी मानव संसाधन की थीम पर आधारित है। उन्होंने कहा कि बजट में राज्य के समावेशी एवं समग्र विकास के लिए (ज्ञान) अर्थात गरीब कल्याण, युवा, अन्नदाता एवं नारी कल्याण को केंद्र में रखा गया है। राज्य सरकार ने इस बजट में वित्तीय प्रबंधन पर भी विशेष जोर दिया है। उन्होंने कहा हम अपने संसाधनों से राज्य की आय बढ़ाने का प्रयास करेंगे। बजट में शिक्षा, ग्रामीण विकास, इंफ्रास्ट्रक्चर, चिकित्सा, उद्योग आदि क्षेत्रों के विकास पर भी विशेष ध्यान दिया गया है। मुख्यमंत्री ने कहा कि यह बजट प्रधानमंत्री नरेंद्र मोदी के सबका साथ, सबका विकास, सबका विश्वास और सबका प्रयास के मूल मंत्र के अनुरूप बजट है। उन्होंने कहा कि प्रधानमंत्री ने बाबा केदार के धाम से कहा था कि इस सदी का तीसरा दशक उत्तराखंड का दशक होगा, इसी को ध्येय लेकर बजट में इस संकल्प की प्राप्ति के लिए प्रयास किए गए हैं, जो आने वाले समय में राज्य के विकास में एक मील का पत्थर साबित होगा। उन्होंने कहा कि यह बजट आदर्श उत्तराखंड बनाने तथा उत्तराखण्ड को देश के अग्रणी राज्यों की श्रेणी में लाने के संकल्प को पूरा करेगा।
