अग्नि शमन एवं आपात सेवा के फायरमैन के 45 प्रतिशत से अधिक पद रिक्त
पुलिस मुख्यालय द्वारा नदीम उद्दीन को उपलब्ध करायी गयी सूचना से हुआ खुलासा
इमरजैैंसी सेवा मजबूत होने के कितने ही दावे किये जाये लेकिन वास्तविकता में अग्निशमन एवं आपात सेवा के कार्मिकों के 36 प्र्रतिशत पद रिक्त हैं और फायरमैन के तो अधिकतर जिलों में आधे से अधिक पद रिक्त है। ऐसी स्थििति में आपात सेवा में मजबूत होने की कैसे उम्मीद की जा सकती है।
काशीपुर निवासी सूचना अधिकार कार्यकर्ता नदीम उद्दीन ने उत्तराखंड पुलिस मुख्यालय से प्रदेश में फायर सर्विस के कार्मिकों के स्वीकृत, कार्यरत व रिक्त पदों की सूचना मांगी। इसके उत्तर में लोक सूचना अधिकारी/उपनिदेशक (तकनीकी) अग्नि शमन एवं आपात सेवा, उत्तराखंड ने अपने 14 नवम्बर 22 के उत्तर के साथ सम्बन्धित विवरण की प्रति उपलब्ध करायी है।
श्री नदीम को उपलब्ध सूचना के अनुसार प्रदेश में उपनिदेशक (तकनीकी) का एक पद स्वीकृत है जो उपलब्ध है जबकि मुख्य अग्नि शमन अधिकारी (सी.एफ.ओ.) के 9 पद स्वीकृत हैै जिसमंें केवल 4 सी.एफ.ओ. ही उपलब्ध है, 5 जिलों के सी.एफ.ओ. के पद रिक्त हैं। केवल देहरादून, हरिद्वार, नैनीताल व उधमसिंह नगर जिलों में सी.एफ.ओ. तैनात है जबकि चमोली, पौड़ी गढ़वाल, टिहरी गढ़वाल, अल्मोड़ा, पिथौरागढ़ में सी.एफ.ओ. के पद रिक्त हैै।
प्रदेश में फायर स्टेशन आफिसर के 35 पद स्वीकृत है लेकिन केवल 7 फायर स्टेशनों पर ही एफ.एस.ओ. तैनात हैं, 28 फायर स्टेशनों में पद रिक्त है। फायर स्टेशन सैैकिण्ड आफिसर के 50 में से आधे से अधिक 26 पद रिक्त है। लीडिंग फायर मैैन के 162 स्वीकृत पदों में से 15 पद रिक्त है जबकि फायर सर्विस चालको के 205 पदों में से केवल 4 पद रिक्त है लेकिन 19 ड्राइवर उपनल के कार्यरत हैैं। फायर मैन के 998 पद स्वीकृत है जबकि 34 प्रतिशत से अधिक 455 पद रिक्त है और केवल 543 फायरमैैन ही कार्यरत है।
श्री नदीम को जिलावार सूूचना के अनुसार गढ़वाल मण्डल में चमोली जिले में अग्निशमन एवं आपात सेवा के 99 कार्मिकों के स्वीकृत पदों में से केवल 48 कर्मचारी कार्यरत है और 52 प्रतिशत 51 पद रिक्त है जबकि रूद्रप्रयाग जिले में 38 में से केवल 22 कर्मचारी कार्यरत है और 42 प्र्रतिशत 16 पद रिक्त हैै। पौैड़ी गढ़वाल जिले में 96 में से 49 कार्यरत है जबकि 49 प्रतिशत 47 पद रिक्त हैै। उत्तरकाशी में 81 में से 61 कार्यरत है तथा 25 प्रतिशत 20 पद रिक्त हैं। टिहरी गढ़वाल में 86 में से 58 कार्यरत है तथा 33 प्रतिशत 28 पद रिक्त है। देहरादून में 267 में से 147 पद कार्यरत है तथा 45 प्रतिशत 120 पद रिक्त हैं। हरिद्वार जिले में 160 में से 105 पद कार्यरत है 34 प्रतिशत 55 पद रिक्त है।
कुमाऊं मण्डल के अल्मोड़ा जिले में 76 में से 47 पद कार्यरत है जबकि 38 प्रतिशत 29 पद रिक्त हैं, बागेश्वर जिले में 61 में से 49 पद कार्यरत हैै तथा 20 प्रतिशत 12 पद रिक्त है। चम्पावत जिले में 72 में से 67 पद कार्यरत है तथा 7 प्रतिशत 5 पद रिक्त हैं। पिथौरागढ़ जिले में 61 में से 37 पद कार्यरत है तथा 39 प्रतिशत 24 पद रिक्त है। नैैनीताल जिले में 112 में से 104 पद कार्यरत हैै तथा 7 प्रतिशत 8 पद रिक्त हैै जबकि उधमसिंह नगर जिले में कुल 245 स्वीकृत पदों में से 129 पदों पर कर्मचारी, अधिकारी ही कार्यरत है जबकि 47 प्रतिशत 116 पद रिक्त है।
