देहरादून। केदारघाटी में रेस्क्यू अभियान का प्रथम चरण पूरा हो गया है। केदारनाथ में स्वेच्छा से रुके 78 लोगों को एमआई-17 के जरिये रविवार को गुप्तकाशी पहुंचाया गया, जिनमें स्थानीय दुकानदार, साधु-संत, घोड़ा-खच्चर चालक आदि शामिल थे। इसके साथ ही वायु सेना के एमआई-17 हेलीकॉप्टर को विदा कर दिया गया है। अब कहीं भी कोई यात्री नीचे आने के लिए शेष नहीं बचा है। स्थानीय लोग जिन्हें नीचे आना था, वे सभी लाए जा चुके हैं। केदारनाथ धाम में खाद्य सामग्री तथा अन्य जरूरी सामान तथा रसद सामग्री जो पहुंचाई जानी थी, उन्हें एमआई-17 तथा स्टेट हेलीकॉप्टर के माध्यम से पहुंचाया जा चुका है। वहीं दूसरी ओर भारतीय वायु सेना का चिनूक हेलीकॉप्टर को केदारनाथ में कुछ भारी मशीनों को पहुंचाने के लिए अभी रोका गया है। जैसे ही मौसम खुलेगा, बड़ी मशीनों को पहुंचाकर चिनूक को भी रवाना कर दिया जाएगा। मुख्यमंत्री पुष्कर सिंह धामी ने इस रेस्क्यू अभियान में सहयोग के लिए प्रधानमंत्री नरेंद्र मोदी तथा गृह मंत्री अमित शाह का विशेष तौर पर आभार प्रकट किया। उन्होंने कहा कि इस आपदा के तुरंत बाद उन्होंने भारत सरकार से यात्रियों का सुरक्षित रेस्क्यू किए जाने के लिए वायु सेना की मदद मांगी और प्रधानमंत्री तथा गृह मंत्री ने उनके आग्रह को स्वीकार करते हुए तुरंत एमआई-17 तथा चिनूक हेलीकॉप्टर उपलब्ध करा दिए। उन्होंने कहा कि प्रधानमंत्री नरेंद्र मोदी इस आपदा के बाद यात्रियों की सुरक्षा को लेकर इतने फिक्रमंद थे कि वे स्वयं इस रेस्क्यू अभियान की अपडेट लेते रहे। केदारघाटी में 31 जुलाई को अतिवृष्टि के बाद विभिन्न स्थानों से यात्रियों तथा स्थानीय लोगों को सुरक्षित रेस्क्यू करने के लिए चलाए गए अभियान में सराहनीय योगदान देने के लिए मुख्यमंत्री पुष्कर सिंह धामी ने राहत और बचाव कार्यों में लगी विभिन्न एजेंसियों का आभार जताया है। अपने संदेश में उन्होंने कहा कि इस रेस्क्यू अभियान में 15 हजार से भी अधिक लोगों का सुरक्षित किया। राहत और बचाव कार्यों में लगी विभिन्न एजेंसियों ने शानदार रणनीति के साथ योजनाबद्ध तरीके से कार्य किया और एक सप्ताह से भी कम समय में यह अभियान संपन्न हो सका। रविवार को राहत और बचाव कार्यों में लगी विभिन्न एजेंसियों के नाम जारी अपने संदेश में मुख्यमंत्री पुष्कर सिंह धामी ने सभी का आभार प्रकट किया। उन्होंने कहा कि मुश्किल वक्त और विपरीत परिस्थितियों में भारतीय वायु सेना, एनडीआरएफ, एसडीआरएफ, डीडीआरएफ, जिला प्रशासन, पुलिस, पीडब्ल्यूडी, सिंचाई आदि विभागों ने सराहनीय कार्य कर हजारों लोगों का सुरक्षित रेस्क्यू किया। मुख्यमंत्री ने मंदिर समिति के साथ ही व्यापार मंडल, स्थानीय दुकानदारों एवं स्थानीय निवासियों द्वारा प्रदान किए गए सहयोग के लिए उनका विशेष तौर पर आभार प्रकट किया। उन्होंने सचिव लोक निर्माण विभाग पंकज पांडेय, कमिश्नर गढ़वाल विनय शंकर पांडेय, सचिव सिंचाई आर राजेश कुमार, सचिव आपदा प्रबंधन एवं पुनर्वास विनोद कुमार सुमन, मीडिया से बेहतर समन्वय के लिए बंशीधर तिवारी एवं उनकी टीम, यूएसडीएमए के एसीइओ आनंद स्वरूप तथा डीआईजी राजकुमार नेगी, भारतीय वायुसेना के विंग कमांडर शैलेश कुमार एवं उनकी टीम, जिलाधिकारी रुद्रप्रयाग सौरभ गहरवार एवं उनकी टीम, एसपी विशाखा अशोक भदाणेएवं उनकी टीम, एनडीआरएफ के कमांडेंट सुदेश दराल एवं उनकी टीम, आईजी एसडीआरएफ ऋद्धिम अग्रवाल, कमांडेंट मणिकांत मिश्रा एवं उनकी टीम, बदरीनाथ-केदारनाथ मंदिर समिति के मुख्य कार्यकारी अधिकारी योगेंद्र सिंह एवं उनकी टीम, एसडीएम आशीष घिल्डियाल एवं उनकी टीम तथा विभिन्न रेखीय विभाग एवं उनके अधिकारियों तथा कर्मचारियों द्वारा दिए गए योगदान की सराहना की है। पूरे रेस्क्यू अभियान में मुख्यमंत्री पुष्कर सिंह धामी ने स्वयं पल-पल की निगरानी की। 01 अगस्त को मुख्यमंत्री ने यूएसडीएमए स्थित राज्य आपातकालीन परिचालन केंद्र पहुंचकर हालात का जायजा लिया तथा अधिकारियों को राहत और बचाव कार्य त्वरित गति से संचालित करने के निर्देश दिए। उन्होंने भारत सरकार से रेस्क्यू करने के लिए वायु सेना की मदद प्रदान करने का अनुरोध किया तो भारत सरकार ने तुरंत एक एमआई-17 तथा एक चिनूक हेलीकॉप्टर उपलब्ध करा दिया। मुख्यमंत्री के निर्देश पर सचिव लोक निर्माण विभाग तथा सचिव आपदा प्रबंधन ने प्रभावित क्षेत्रों का दौरा कर वहीं कैंप किया। मुख्यमंत्री ने भी प्रभावित क्षेत्रों का दौरा कर हालात की समीक्षा की और युद्धस्तर पर राहत और बचाव कार्य संचालित करने के निर्देश दिए। सरकार की प्राथमिकता है कि केदारघाटी में जल्द से जल्द हालात सामान्य हों। केदारनाथ पैदल मार्ग में 31 जुलाई को अतिवृष्टि के चलते क्षतिग्रस्त अधिकांश रास्तों को पैदल चलने योग्य बना दिया गया है। विभिन्न स्थानों पर 29 मार्ग क्षतिग्रस्त हुए थे, जिनमें से 25 रास्तों को यात्रियों के पैदल आवागमन के लिए सुचारु कर दिया गया है। शेष मार्गों को दुरुस्त करने के लिए युद्धस्तर पर कार्य किया जा रहा है। मुख्यमंघ्त्री ने इन्हें भी जल्द सुचारू करने के निर्देश दिए हैं ताकि जल्द से जल्द पैदल मार्ग से भी चारधाम यात्रा शुरू की जा सके। भीमबली में हेलीपैड के पास रविवार को हुए भूस्खलन से जान-माल का कोई नुकसान नहीं हुआ है। इस स्थान पर पहले से पत्थर गिर रहे थे, एहतियातन वहां से लोगों को पहले ही हटा दिया गया था। समय रहते वहां से लोगों को हटाने से कोई अप्रिय घटना नहीं घटी। भूस्खलन के कारण नदी के एक हिस्से में पानी एकत्र हुआ था, जिसे हटाने के लिए कार्रवाई गतिमान है।
