कार्य केवल दो रेल लाइन परियोजनाओं पर ही स्वीकृृृत
उत्तर रेलवेे द्वारा नदीम उद्दीन को उपलब्ध करायी गयी सूचना से हुआ खुलासा
वर्ष 2022 तक उत्तराखंड मंे नई रेेलवे लाइनों के काशीपुुर-धामपुुर रेेल लाइन सहित 25 से अधिक सर्वेे हुुुये लेकिन कार्य केवल दो रेल लाइन परियोजनाओें पर ही स्वीकृृत किया गया है। सर्वे में पूर्वोत्तर रेलवे की टनकपुर-बागेश्वर तथा खटीमा-किच्छा रेल लाइन तथा उत्तर रेेलवे के अन्तर्गत 25 रेल लाइनो के सर्वे शामिल हैैं। जिन रेल परियोजनाओं पर कार्य स्वीकृृृत हुआ हैै उनमें चारधाम रेल परियोजनाओं तथा ऋषिकेश-कर्णप्र्रयाग रेल लाइन शामिल है।
काशीपुुर निवासी सूचना अधिकार कार्यकर्ता नदीम उद््््दीन ने रेल मंत्रालय से उत्तराखंड की नई रेल लाइनो के सम्बन्ध में सूचनायें मांगी। इसके उत्तर में रेलवे बोर्ड्र तथा उत्तर रेलवे नेे सूचना उपलब्ध करायी। उत्तर रेलवे उपमुख्य अभियंता (सर्वे एवं निर्माण) ने अपने पत्रांक 135 से उत्तराखंड की रेल लाइनों के सर्वे की सूची उपलब्ध करायी है।
श्री नदीम को उपलब्ध करायी उत्तर रेलवे के अन्तर्गत नई रेल लाइनों के उत्तराखंड की सूची में 25 रेल लाइनों के सर्वे शामिल है। इसमें विभिन्न रेल लाइनों के तो कई-कई बार सर्वेे हुये हैै।
श्री नदीम को उपलब्ध सूचना के अनुुसार काशीपुुर-धामपुुर की 58 किमी. की रेल लाइन का सर्वे फरवरी 2020 में पूर्ण किया गया हैै। इस प्रोजेक्ट की लागत 1280.74 करोड़ रूपयेे हैै। इससे पूर्व 2013 में भी इसका सर्वेे किया जा चुुका हैै। इसके अतिरिक्त इसी क्षेत्र में नगीना-अफजलगढ़- ठाकुरद्वारा-काशीपुुुर की 75 किमी लम्बी रेल लाइन के सर्वे की रिपोर्ट मार्च 2019 में रेलवे बोर्ड को प्र्रस्तुुत की गयी हैै। इससे पूर्व 1987 में धामपुर-अफजलगढ़-कालागढ़ तथा अफजलगढ़ अलीगंज की 80 किमी. रेल लाइन का सर्वे किया गया है।
श्री नदीम को रेल लाइन सर्वे की उपलब्ध सूची में सबसे पुराना सर्वे 1965 का है। जुुलाई 1965 में देहरादून-डाक पत्थर-डालसी की 34 किमी की रेल लाइन के सर्वे की रिपोर्ट सौैंपी गयी। इसके अतिरिक्त देहरादून जिले व पर्वतीय क्षेत्रों को जोड़ने वाली रेल लाइनों के सर्वे में 6 किमी. हर्रावाला साइडिंग (सर्वे वर्ष 1982), 125 किमी की ऋषिकेश-कर्ण प्र्र्रयाग (सर्वे वर्ष 2009 तथा 2020), 19 किमी. ऋषिकेश-देहरादून (2000), ऋषिकेश-डोईवाला (2004, 2010, 2013 तथा 2016), 83 किमी. देहरादून-उत्तरकाशी (2017), 79 किमी. 327 किमी. लम्बी चार धाम यात्रा रेल परियोजना (सर्वे रिपोर्ट वर्ष 2015), 28 किमी कर्णप्र्रयाग-चमोली (2004) शामिल हैै।
हरिद्वार व नैनीताल जिले को जोड़ने वाली रेेल लाइनों के सर्वेे में 147 किमी. हरिद्वार-कोटद्वार-रामनगर (2002 तथा 2011), 22 किमी. पिरान कलियर-हरिद्वार (2011), 91 किमी. पिरवानी-कलसी (2016) शामिल है।
उत्तराखंड में अन्य प्रदेशों से जोड़ने वाली रेल लाइनों में मुुजफ्फरनगर-हरिद्वार-देवबंद-रूड़की तथा डन्ढैरा-ज्वालापुर की 51 किमी रेललाइन का सर्वे 2006 में नजीबाबाद-कोटद्वार के बीच 24 किमी. की रेल लाइन का सर्वे 2015 में पंजाब-हिमाचल-हरियाणा-उत्तराखंड को जोड़ने वाली घनौैल्टी-देहरादून के बीच 216 किमी रेल लाइन का सर्वे अक्टूबर 2011 में पूर्ण किया गया। देहरादून-सहारनपुर के बीच 81 किमी. की रेल लाइन का सर्वे नवम्बर 2017 में किया गया। इससे पूर्व इसका सर्वे 1997 में किया गया था।
रेल लाइनों के दोहरीकरण के भी विभिन्न सर्वे किये गये हैं। इसमें 2016 में लक्सर-हरिद्वार-देहरादून, 2019 में हरिद्वार-देहरादून, 2021 में हरिद्वार-रायवाला तथा 2022 में रायवाला-ऋषिकेश रेेल लाइन सर्वे शामिल हैै।
